Hello, since there is no portfolio needed to apply, the only way to show my skills and determination to complete programme is through the motivation letter and CV? And what skills should one show if programming knowledge is not requiered?

Motivation letter and a CV are a good way to start. Just try to show that you are willing to learn. I know it's a bit abstract, but perhaps try talking about previous problem solving or research experience you may have as that's a big part of programming.
