The answer depends a bit if you are going more into the art or programming direction. As an artist, I run multiple (heavy) programs like Maya, photoshop, etc. at once. I started with an MSI laptop GTX 960M, 8GB of RAM, and 1TB internal storage. For me, 8GB was not enough so I upgraded this to 16GB. This laptop is now 5 years old and still serves me well. For a desktop I suggest to look for a mid range pc.
As an artist, I really like to have a second screen for references, a second application, etc. If you are not buying a desktop, I suggest buying a separate screen which you connect to the laptop at home.

It's a question which cannot easily be answered since one needs to understand the audience's and you own needs. There will always be a gap between poor and rich which greatly alters the "specs" a computer needs to develop games for that particular audience. If you want to make some serious money fast, then you need more to begin with. If you can slowly build something up and if you have got quite some talent, less is more later on. For example, I still prefer a well-told story above high-end screen hypnotization.
