As I have answered in your previous question, you have to wait for an email with an invoice. Furthermore, if you have not submitted the language certificate, you have to make sure this is not the reason why administration is not sending an invoice. You have to make arrangements to ensure that the admission board is aware that you will upload the certificate later. In this case you will get an "Admission under conditions" letter. The best thing for you to do now is to write an email describing the issue to the Saxion person, with whom you have been in contact this whole time.
