What I could advise you right now is to keep track of this website where Saxion publishes which courses will be online and which will be in-person this year: https://www.saxion.edu/studying-in-the-netherlands/practical-matters/september-start. If it states that travelling is necessary, then the classes will be help on site/in-person.
